Their challenge
The qathet Regional District has a long rugged coastline shared between neighbours including the Tla’amin Nation and the City of Powell River. Coastal areas in BC and this area in particular are changing from coastal storms and erosion, as well as sea level rise. The effects and impacts of this are not the same along the coastline; shifting because of physical geography as well as land use and occupation. Managing the variable coastal flood risk requires a mix of engineering, planning, and policy tools, each of which varies with jurisdiction (Treaty Nation, municipality, regional district). Choosing appropriate mitigation tools that are implementable and effective requires consideration of a mix of science, engineering, planning, policy and public input – a true multi-disciplinary challenge.
Our solution
Ebbwater leveraged existing coastal flood hazard mapping to conduct a multi-hazard (coastal flood and coastal erosion), multi-jurisdictional, and multi-disciplinary study develop mitigation recommendations on multiple timescales. Ebbwater partnered with Erica Crawford of SHIFT Collaborative (now HeronBridge) to produce and deliver extensive activities to inform and engage Rights holders, stakeholders, decision makers, and the public.With feedback from the engagement sessions, combined with technical and policy analyses, we developed guiding principles and strategy recommendations. The regional district can now apply these recommendations consistently across the region, and more confidently move to reduce risk and build resilience.
