Their challenge
To support the development of a new Flood Strategy for BC, the Fraser Basin Council (FBC) was retained by the Province of BC to manage and coordinate research and engagement across a broad range of flood management issues relating to governance, hazard and risk management, forecasting, and emergency response and recovery to support the development of the BC Flood Strategy.
As one of the interrelated projects, they wanted to explore the value and potential methods and approaches for risk-based flood planning in BC.
Our solution
We explored the potential for flood risk planning through a set of investigations:
- to determine the benefits and limitations of a risk-based versus a standards-based approach for flood management
- to determine the current state of local and regional flood risk assessment coverage in British Columbia
- to evaluate the effort required to develop a province-wide asset inventory of exposure and vulnerability to support standardized risk assessments
- to explore methods for cost benefit analyses for flood risk reduction actions in a holistic and consistent manner.
