The Tsawwassen First Nation (TFN) are exploring the topic of sea level rise and coastal flood risk with their membership. Urban Systems Ltd. (USL) was retained by TFN in early 2015 to help them explore this issue further; Ebbwater Consulting was then sub-contracted by USL to act as a flood risk advisor on the project. As a first-step in understanding the TFN’s present-day and future flood risk, basic but intuitive flood maps were developed to help communicate flood hazard and risk using LiDAR-based DEMs in QGIS. The analyses and methods used to develop the mapping were extremely simple – the goal was to create useful mapping that could be understood by the community and used for planning for a very small budget. The maps will be used as part of long-term strategic planning exercises to ensure that the community increases its flood resiliency in a changing climate.
