The District of North Vancouver (DNV) has been a leader in natural hazard management in the province. It initiated its Natural Hazards Management Program in 2007, partly in response to the fatal 2005 Berkley landslide. As part of this program, DNV has updated its planning policy and regulations, most recently by including detailed Development Permit Areas in their 2011 OCP. Since the OCP was originally promulgated there has been significant changes to reference materials for risk management in the province including provincial government, professional association and federal government documentation. The DNV retained Ebbwater Consulting to complete a review of the District’s flood hazard and risk policies, which Ebbwater’s principal, Tamsin Lyle, originally helped to develop in 2010. The objective of the work was to ensure that existing regulations work within higher-level government guidelines and to provide recommendations to the District to improve their program such that it meets International Best Management Practices for risk management and mitigation.
